The dog is described as a black and white springer or collie.
It was in a blue car that was driven by a bald man.
Officers want to speak to anyone who saw the incident at the junction of Collings Road and Rohais at around 5.15pm on Wednesday (8 June)
The teenager suffered an arm injury.
