From the autumn anyone who needs a temporary road closure will have to pay the admin costs.
The States say it is a fairer system because the company or person who needs the work done pays for the administration time, rather than it coming from the broader tax take.
This includes processing, coordinating, signing off and checking temporary roadworks in situ.
Fees will depend on the complexity of the closure and whether it is on a bus route.
Mark Brockway from Highways says roads often need to be closed short term for things like a house move or scaffolding:
"Providing that service takes officer time, coordination and physical signage work, and those costs are currently largely met by the public purse.
“The new charging system is intended to recover those costs more fairly from the applicants who require the traffic management, while also encouraging works to be planned and coordinated as efficiently as possible.
"Anything that helps improve coordination, reduce unnecessary duration and ensure signs are properly managed is also in the interests of road users."
An online application tool for temporary road closures will be launched soon to make it easier to apply.
Fees for short term closures will be available when the scheme is ready in mid September.
