Around 20 people fled their homes at Windsor Court in the middle of the night after smoke filled several flats in the nine storey building.
Firefighters were called out at 2.40am and found the thick black smoke was coming from a bin store.
One engine responded from St Helier HQ and another from the Western Fire Station, with further personnel put on standby.
One large euro bin had caught fire and smoke was travelling up the block via the rubbish chute.
More crew arrived to check on residents in each floor of the block. Police and the Ambulance Service also attended.
Firefighters remained on scene for a total of around two hours ensuring the fire was fully extinguished, all smoke was cleared from the building and to hand over to the responsible person from Andium Homes.
Police are investigating how the fire started.
