Police want to speak to anyone who saw a man throwing cones into the road in front of Cineworld on the Waterfront.
It's claimed he then tried to pull another man out of a car.
The car left the area.
It happened between 9.15pm and 9.30pm on Thursday.
A 34 year old was arrested at the scene and officers say enquiries are ongoing.
