Anyone moving into, or transferring within, States housing will no longer have to pay for new carpets or other types of flooring.
Islanders have previously reported moving into States' homes with bare floors, then relying on loans, family or charitable support to put down carpets.
In the last political term, Employment & Social Security worked to change this, and the new Housing Committee has taken it forward.
Local suppliers are being contacted, and it is hoped to roll out the scheme next year.
Housing President Deputy Steve Williams says renters in other sectors don't have to pay for their own flooring:
"A number of people on low incomes are moving into properties where the flooring has been there a long time and it is not in a good state, and has to be removed.
"So people are living on bare concrete, which in this day and age is just not acceptable."
Deputy Williams stresses that flooring will only be replaced if needed.
"Ideally, they (the carpets) get cleaned and kept when one tenant leaves and another comes in, but if they are not repairable, then new flooring would be put in by Housing."
It is unclear if the tenant will have any say on the choice of flooring.
Employment & Social Security Committee President Tina Bury says she is pleased plans have progressed.
“This is an area the previous Committee agreed needed resolving, so I am really pleased to see the new Committee for Housing putting a solution in place.
"Private renters and Guernsey Housing Association tenants are generally not expected to provide their own floor coverings when moving into a new property, so this levels the playing field and brings the States in line with standard practice as a modern landlord.”
