Jersey's Housing Minister says he 'fully supports' Andium building 165 homes at Ann Court.
Senator Sam Mezec's remarks come as the development has been put on hold amid speculation the site could be used for a new States HQ instead.
Andium has confirmed it has been formally requested to 'pause' the mix of one and two bedroom apartments.
The Treasury Minister hasn't signed the decision that would have enabled the housing provider to get the loan it needs.
Channel 103 has been told 'other things are being looked at'.

Senator Mezec says the development will have a huge impact on reducing waiting lists for social housing and that he has made his position clear to the Chief Minister and the Treasury Minister.
He says he does not support any further delays, and will be 'working to resolve the current hold up'.
